Chairman Ning’s message on safety

Dear ChemChina staff,

June 16 is the 19th national safety publicity and consultation day in China. We will take the opportunity to carry forward HSE values of ChemChina and its excellent HSE culture. June, also the safety production month of ChemChina, is themed as "eliminating hidden dangers of accidents and building up safety defense lines", which emphasizes that "prevention in advance" should be put before "rescue in the event" and "punishment after the event". We should identify, analyze, rectify, eliminate and prevent hidden dangers with systematic thinking of safe production, so as to eliminate all kinds of accidents in the bud and set up a solid defense line of production safety.

In 2020, the novel coronavirus pandemic brought great challenges to the development of business. ChemChina has taken the initiative and responded positively, focusing on epidemic prevention and control on the one hand and resuming work and production on the other hand. Remarkable achievements were made. In the first half of the year, the safe production situation of ChemChina was stable. Compared with the same period last year, the number of fatal accidents decreased by 2 cases and the number of deaths decreased by 2. On the occasion of the safety production month, on behalf of ChemChina, I would like to pay high respect to all who have made great efforts for the safety production of the company.

At present, the situation of safety production is complex and severe as epidemic prevention and control, resumption of work and production, seasonal disasters, high temperature and rainy conditions overlie. We should be more aware of the problems faced by ChemChina in production safety. The Feb.25 accident in Daqing Zhonglan broke the group's target of zero fatality. Personal injury or process accidents occurred in Liming Institute, Shanna Rubber and Junhua Group once again warned us that we must firmly establish the concept of safe production from the heart, and resolutely overcome the idea of paralysis and slack. "Seeing in the bud and knowing in the beginning" ensures that the hidden danger of accident can be eliminated fundamentally.

Production safety matters the life and health of employees, the happiness of families, and the rise and fall of enterprises. Lessons have proved that safety production is the embodiment and fundamental requirement of sustainable development. Without safety, everything is zero. We should take safety as our core value and deeply integrate into the company's strategy of building a world-class enterprise with global competitiveness.

Practice the principle of "life first" and enhance the awareness of safety production responsibility. Life is the most precious thing in the world. Safety is the most important factor for prosperity. We must always bear in mind President Xi Jinping's request that "human life is vital, development must not be at the expense of human life". Everyone should shoulder the responsibility of production safety of their own post, and the executives should set an example. We should never slacken on our own safety, never turn back on the safety of enterprises, and do our best to supervise and remind the safety of others. Only when "everyone has safety in mind" can safety in production be stable and far-reaching.

We should always take safety risk identification and prevention and control as the top priority of the work, comprehensively investigate the potential accidents, systematically identify the major safety risks and formulate strict preventive measures for each risk. Practicing the confidence and concept of "do not bring blood profits, all accidents can be prevented and avoided", safety should be considered, emphasized, evaluated and confirmed in the planning, implementation, change and end of work.

"Zero death, zero occupational disease, zero pollution" is the foundation of high-quality development and the top goal of the company. This is a new historical mission entrusted to us by the country and the times, and an inevitable requirement for international development and building a world-class enterprise. We should always be in awe. We should start from ourselves and from our daily life. We should perform our duties. We should create a safety atmosphere from the aspects of concept guidance, institutional constraints, environmental improvement, and behavior development, so as to form a "safety consciousness without warning", and promote the high-quality and sustainable development of ChemChina to a new level.

In Science, We Trust. We will deepen the upgrading and reform of process technology, innovate and develop new processes, introduce automatic and intelligent production lines, and realize real intrinsic safety. Through the combination of management and technical means, the foundation of safety production will be constantly consolidated, and the wings of "new wisdom" will be inserted into the safety production of traditional chemical enterprises with innovative technology.

2020 is destined to be an extraordinary year. We should adhere to the general tone of seeking progress in stability and learn to seek opportunities in crisis and innovation in change. Harboring to the original aspiration of "Chemicals make life better", we should pay more attention to the prevention and control of epidemic situation and work safety in production. We should start from "I", fulfill our duties, and jointly build a safety line of defense, so as to provide a more solid guarantee for the goal of building ChemChina into a world-class and respected chemical company in the world.
